Southeast Texas is reeling from a storm that dropped up to 16-inches of rain in some areas. Authorities had to rescue several people from boats, including a four-year-old boy. The rain forced the cancellation of some Memorial Day events, stalled cars and caused water to rise three inches in a few homes.
